The Seattle Times reports that Washington State Senator Tracey Eide (D – Federal Way) has introduced a bill to make using a cell phone while driving a primary offense. Currently, a police officer cannot stop a motorist for talking on the cell phone while driving unless the driver has committed some other infraction.
